Bristol-based Narwhal Labs has launched DeepBlue OS, an autonomous communications platform built to manage customer and citizen interactions across voice, SMS, email, and WhatsApp. The launch is backed by £20 million from UK investors, including Jonathan Swann, former director of CFC Underwriting, as the company expands its push into regulated enterprise and government markets.
DeepBlue OS manages inbound, outbound, and ongoing communications through a unified agentic intelligence layer. It handles enquiries, qualifies contacts, books appointments, chases documents, routes requests, and executes follow-up workflows without human intervention. Narwhal Labs is offering the platform on a usage-based model with no setup costs, long-term contracts, or minimum commitments.
The platform is designed for sectors where response time, auditability, and compliance matter, including housing, insurance, financial services, government, and retail. Every agent action is auditable through what Narwhal Labs calls a Glass Box Architecture, allowing organisations to review, trace, and evidence each interaction. The system is also multilingual and multi-jurisdictional, handling communications in more than 50 languages without rebuild or modification.

Three core agents sit at the centre of the offer: an inbound receptionist, a lead and case responder, and an outbound communications agent. A built-in agent builder, supported by pre-configured templates, allows organisations to tailor agents to specific use cases, while API integrations connect DeepBlue OS to CRM, case management, and account management systems.
Narwhal Labs describes DeepBlue OS as one of the only agentic AI platforms in the UK to hold both ISO 27001 and SOC 2 certifications. It is built to operate within compliance requirements including GDPR, TCPA, and OFCOM rules from launch, and is available both as a native deployment and as a white-label solution for telecoms operators and channel partners.
