Whitelee plan doubles down on repowering

Whitelee’s repowering plan puts renewables replacement investment firmly in focus. ScottishPower wants to replace older turbines with fewer, larger models as the UK’s renewable asset base enters its next investment cycle.


ScottishPower is planning a £1.5bn upgrade of Whitelee Windfarm, replacing older turbines at the UK’s largest onshore wind farm with fewer, larger models.

The repowering plan would replace Whitelee’s 215 existing turbines with 124 larger turbines and almost double the site’s capacity to around 1GW. The upgraded wind farm is expected to generate enough electricity to power about 650,000 homes.

Whitelee, located on Eaglesham Moor near Glasgow, currently has 539MW of installed capacity and can power more than 350,000 homes. It was originally commissioned in 2008 with 140 turbines, before two later extensions brought the site to its current scale.

The repowering project is expected to begin around 2030 and complete around 2035. ScottishPower chief executive Keith Anderson said: “We will repower it in sections over that period of time.”

A staged programme would allow the company to continue using the existing site while new turbines are built. That sequencing is valuable because many early UK onshore wind assets are approaching the end of their original operating lives while electricity demand is expected to increase through transport electrification, heat pumps, data infrastructure, and industrial decarbonisation.

Whitelee also includes a battery energy storage system, operational since late 2022. The site’s current battery system provides 50MW of energy storage capacity and is described by Whitelee as the largest wind farm battery in the UK.

Repowering is becoming a larger part of the renewables investment cycle. Instead of developing only new sites, operators can increase output from established locations with known wind conditions, existing access routes, grid connections, and operational experience. New turbine technology can generate more power from fewer machines, although larger structures can raise planning, visual impact, aviation, ecological, grid, and community questions.

Whitelee’s scale changes the planning equation. A move from 539MW to around 1GW would represent a major increase in onshore wind output from an established asset. It would also show how the UK’s early renewable infrastructure can be renewed rather than left to decline at the end of its first operating life.

Wind now plays a central role in Britain’s power mix. Renewables have passed half of UK generation, with wind accounting for a large share of that output. As clean power provides more of the system, the challenge extends beyond building new generation. Older assets must be replaced, grid capacity must be reinforced, storage has to expand, and project pipelines need a steady flow of consent, capital, and specialist labour.

The management demands behind the energy transition are also becoming more visible. Energy transition exposes leadership capacity gap examined the workforce and leadership pressures affecting major projects. A Whitelee repowering programme would require long term coordination across engineering, procurement, community engagement, consenting, environmental assessment, grid planning, finance, and construction.

Onshore wind remains one of the cheaper renewable technologies, yet new development has often faced planning resistance. Repowering existing sites can be more practical where infrastructure and local operating relationships already exist, but larger turbines still require public consent and careful engagement. Communities that accepted one generation of turbines may not automatically accept a larger second generation without clear evidence on landscape, noise, traffic, environmental management, and local benefit.

Energy security and affordability also sit behind the project. Britain is trying to reduce reliance on imported fossil fuels while meeting climate targets and managing consumer bills. Additional onshore wind capacity can support that shift, but electricity system value depends on when power is generated, where congestion occurs, and how effectively storage and flexibility manage variable output.

Corporate electricity demand is another factor. Data centres, manufacturers, logistics operators, transport networks, and large service companies are expected to consume more power as processes become more electrified. Renewable power purchase agreements, grid access, and credible decarbonisation plans all depend on a larger and more reliable clean electricity base.

The Whitelee plan also reflects the long horizon of energy investment. A programme beginning around 2030 and completing around 2035 will be shaped by interest rates, turbine supply chains, planning decisions, grid reinforcement, power market rules, and technology costs over the rest of the decade. The commercial case must survive changes in each of those conditions.

Whitelee’s first generation helped establish onshore wind as a major part of Scotland’s electricity system. The proposed second generation would test whether the UK can renew its clean energy assets with enough pace, capital discipline, and public consent to support a more electrified economy.
