Galliford Try has been appointed to several places on Pagabo’s £5 billion National Framework for Major Works, providing opportunities to bid for public sector construction projects over the next four years.
The listed construction group announced the selection on 20 October 2026, identifying positions in two value bands and specified UK regions rather than a single construction order of £5 billion.
Under Lot 4, which covers projects valued between £30 million and £60 million, Galliford Try has secured places in London, the South East and the South West.
The company has also been appointed under Lot 5 for projects above £60 million in Scotland. The framework covers public sector buildings and facilities for local authorities and other public bodies.
The £5 billion represents the estimated total potential value of the framework across participating suppliers and projects. It is not a contract awarded exclusively to Galliford Try, guaranteed revenue or a confirmed addition of the same amount to the company’s order book.
Framework agreements create procurement routes through which qualifying public bodies can appoint suppliers to individual projects. Inclusion establishes eligibility for the relevant categories but does not remove the need to compete or satisfy further project-specific requirements.
Pagabo and public procurement authority YPO have developed the programme as a route for obtaining contractors for major works. The framework is intended to operate under the procurement regime applying to qualifying public sector clients.
Galliford Try already operates across building and infrastructure markets and has been appointed to other Pagabo procurement arrangements, including an infrastructure framework announced previously.
The latest major works appointment extends the sectors and regional opportunities available to the group through this procurement provider, while the financial value of any work will depend on subsequent awards.
Public construction programmes can involve extensive design, planning, procurement and delivery requirements. A contractor may be eligible for a project under a framework well before a client issues a specific work order or executes the relevant contract.
Galliford Try chief executive Bill Hocking welcomed the appointment, citing the company’s existing relationship with Pagabo and the opportunity to deliver public sector facilities.
The announcement does not quantify an immediate revenue or profit contribution, identify a specific project awarded under the new framework or state that the full estimated framework value will be used.
Public bodies can use a framework to obtain prequalified contractors without running a completely new procurement for every project. The mechanism is intended to reduce some administrative work while retaining competition and procurement conditions appropriate to specific contracts.
Lot 4 and Lot 5 distinguish project value bands, and Galliford Try’s appointments cover different UK regions within those bands. A contractor appointed to one lot does not automatically receive the right to undertake all work falling anywhere under the framework.
The group had already announced a separate infrastructure framework appointment. The 20 October major works announcement extends its eligibility for public building projects, but the estimated values of the two frameworks cannot simply be counted as new Galliford Try revenue.
Projects brought forward by clients will have their own design, funding, planning and programme requirements. Being on the supplier list gives access to bidding opportunities rather than a commitment that work will begin immediately.
The selection is limited to named framework lots and regions. The company’s actual pipeline may increase as contracting authorities issue competitions or call-offs, but no resulting revenue should be included in a performance comparison before a project-specific award is made.
The four-year term covers potential projects for many contracting authorities. Some work may not be tendered, and the actual share awarded to an individual supplier cannot be deduced from a place on the framework.
The development is a procurement appointment across defined lots and regions. Actual business secured will depend on the value of projects brought forward and Galliford Try’s success in winning subsequent contracts.
