Derby’s Becketwell regeneration district has been selected as the site of the new Great British Railways headquarters, with the Government projecting accommodation for up to 450 staff and an estimated £151m contribution to the regional economy.
The Department for Transport confirmed the location on 15 October, alongside a national apprenticeship programme intended to provide up to 600 opportunities over four years.
The headquarters will occupy the planned 3 Springwell Square development in Derby city centre. Derby City Council says the scheme will provide approximately 106,000 sq ft of Grade A office accommodation, forming part of the wider Becketwell regeneration project.
The building will serve as a central location for Great British Railways as the Government progresses the restructuring of the railway system. The organisation is intended to bring railway functions into a more integrated framework, with responsibilities for passenger services and infrastructure being brought together.
The headquarters decision builds on Derby’s established role in Britain’s rail industry. The city and surrounding region are home to rolling-stock manufacturing, engineering, maintenance and other businesses serving the railway network.
Becketwell itself is an ongoing regeneration programme. Previous development phases have delivered residential accommodation, a public square and the Vaillant Live venue. The headquarters will add a substantial office project to the area, with the aim of increasing activity within the city centre.
The Government describes the development as capable of supporting up to 450 headquarters staff. That is a projected capacity rather than a confirmed number of new recruits, and the announcement does not establish that all positions will be additional employment or filled locally.
The estimated £151m regional economic contribution is similarly a forecast. Its eventual scale will depend on the development being delivered, the level of occupation and the wider economic activity associated with the headquarters.
Derby City Council has confirmed that a planning application for 3 Springwell Square was submitted earlier in October. The proposed building and associated public-realm arrangements remain subject to the normal planning and delivery requirements.
The apprenticeship programme is a separate part of the announcement. The Great British Railways Rail Foundation Apprenticeship Programme will provide opportunities for young people aged 16 to 21 to enter both track-related and train-related areas of the industry.
Derby City Council says the first cohort will be based locally before the scheme is rolled out across the railway network. The Government’s figure of up to 600 places relates to the proposed four-year programme, not apprenticeships already completed or individuals permanently employed.
Railway organisations require a range of technical and operational skills, including engineering, equipment maintenance, railway operations and infrastructure management. Apprenticeships provide one route through which new entrants can develop those capabilities while receiving structured workplace training.
The development also creates a potential commercial opportunity for local suppliers and professional services companies involved in construction, office development and facilities management. However, the headquarters announcement does not confirm individual contracts beyond those established through the project’s procurement arrangements.
Derby’s selection brings greater certainty to the planned location of Great British Railways’ central offices. The next stages involve the progression of the office development, the establishment of the organisation and implementation of the apprenticeship programme.
