North-west AI bootcamp targets youth employment pipeline

North-west employers are testing an AI route into apprenticeships now. Up to 70 young people will receive three weeks of AI and workplace training before accessing employer opportunities.


A new north-west England pilot will train up to 70 young people in artificial intelligence and workplace skills before connecting participants with apprenticeship opportunities at employers including JD Sports and Heinz.

The three-week programme is being delivered by IN4 Group in partnership with government, businesses, and public-sector organisations and is intended to test a model that could later be expanded across England.

Participants aged 16 to 21 will learn how AI tools are used in workplaces, including how systems can generate draft guidance and documentation and how outputs should be checked through human oversight and quality control.

The curriculum also includes broader employability skills covering office systems, professional communication, teamwork, organisation, timekeeping, working under pressure, and problem solving.

The combination reflects a labour market in which digital capability is becoming harder to separate from general workplace readiness. Employers adopting AI still need recruits who can communicate, exercise judgement, work in teams, and understand how automated outputs relate to real tasks.

At the end of the programme, companies and public organisations across the North West will offer apprenticeship opportunities. JD Sports and Heinz are among the employers named by government alongside smaller local businesses.

AI minister Kaniskha Narayan said: “AI is already transforming the world of work”.

The pilot is intended to establish which elements of AI training and employer engagement are most effective before an England-wide skills and early-careers scheme is rolled out next summer.

It follows growing concern about employment outcomes for younger workers. Skills England’s latest annual assessment put youth unemployment at 16.2% in the three months to March 2026, its highest level since 2015 and more than three times the national unemployment rate.

The labour market is producing two problems at the same time. Employers in technology, engineering, manufacturing, construction, and other sectors continue to report difficulty recruiting people with specific technical capabilities, while a substantial number of younger people are struggling to establish an initial route into work.

Training can address only part of that gap. Skills have to connect with real vacancies and employers prepared to recruit inexperienced workers if programmes are to translate into sustained employment rather than simply additional qualifications.

The north-west pilot attempts to build that connection into the programme by involving companies before participants finish their training.

Mo Isap, chief executive of IN4 Group, said too many young people were leaving education “without a clear route into the opportunities AI is creating.”

The programme builds on the government’s £200m TechFirst initiative, which has reached more than 100,000 young people since its announcement in 2025 and includes support for domestic PhD students working in critical technologies.

It also sits alongside a wider expansion of technical education. Almost 20,000 students completed T Levels in England this year, up more than 65% from 2025, increasing the number of young people following routes designed around occupational skills and industry placements.

Employer capacity remains a constraint across both apprenticeships and placements. Bringing an inexperienced worker into a business requires supervision, structured work, and experienced staff able to train them. Smaller companies can find those requirements difficult to absorb even where they have long-term recruitment needs.

AI introduces another complication because the technology itself is changing quickly. Training that concentrates on a single application risks becoming dated as products evolve, while employers may use different models and software environments.

The pilot’s emphasis on workplace use, human oversight, and quality control could prove more durable than teaching one particular tool. The ability to assess outputs, recognise errors, protect sensitive information, and decide when automation is inappropriate is becoming relevant across a wide range of office and technical roles.

The North West also offers a varied testing ground. Its economy includes large retail, manufacturing, digital, professional-services, public-sector, and industrial workforces with markedly different uses for AI.

A retailer may focus on customer operations, merchandising, supply chains, and administration, while manufacturing employers can apply automation to engineering, maintenance, quality control, and production planning.

That range should help establish whether a common foundation of AI literacy can support routes into several sectors rather than becoming another narrowly defined technology qualification.

The government has said the findings will feed into the national programme planned for next summer. The strongest measure of success will extend beyond course completions to the number of participants who progress into apprenticeships, remain in work, and continue developing their skills after the initial intervention.
